ACCOMPLISHMENTS (last 15 years):

 

Developed a master schedule for the FEMA Transformation Program as a contract deliverable.  The program involved both IT and renovation contractor schedules for 3 major organizations within FEMA.

 

Hired to establish a PMO for a small commercial company as the PMO Director, to introduce project management to the company and staff.  Set up the PMO but could not overcome external and internal challenges.  Management decided to go in a different direction.  Implement some PMO processes, mentored numerous employees in project management, and finished the CMMI Level 3 Project Initiation Phase (using MSP 2010 with and without MSP Server).

 

Implemented a master schedule (MS) for the Department of Homeland Security’s Customer Relationship Division.  Using MS Project 2010 and 2007 (standalones), implemented the MS for 70 IT proposals and 51 IT projects; designed the update process and maintained the schedule.  Designed and submitted schedule templates for each of the types of projects, analyzed schedules to support project manager’s as requested, and wrote governance documentation for the MS and other parts of the PMO.  Elicited reporting requirements from client and develop reports. Worked with the SharePoint developers to provide schedule data for dashboard. Contract canceled.

 

Implemented an integrated master schedule for the U. S. Southern Command’s conference room communications upgrade program.  Using MS Project 2007, implemented the IMS, designed the update process and maintained the schedule. Trained the staff to provide weekly schedule updates via a schedule update sheet; created reports for both the Harris IT and Gov’t managers; trained two staffers to maintain the schedule. Contract job terminated with the staff takeover of the schedule.

 

Served as the PMO Risk Manager and Process Manager for the Small Business Administration’s Loan Management and Accounting System (LMAS) Modernization Program.  Standardized the process documentation template and set up a project schedule (Primavera P6) for the process work.  Updated the program Risk Register (MS SharePoint).  Documented the PMO document revision process (MS Visio) and revised the Risk Management Plan according to the process.  Program revision changed my contract after 3 months.

 

Served as the contractor lead to support the Project Portfolio Management Team, Program Management Office, Enterprise Network and Technology Services Branch (ENTS), Office of Information Technology, Customs and Border Protection.  Responsible for establishing the ENTS Integrated Project Schedule, ENTS Project Management Guide, ENTS Project Health Assessment Report, and the ENTS Portfolio Management Plan.  Also supporting the twice-weekly ENTS Project Status Review and the Microsoft Project Users Group (MsPUG) for Microsoft Project Pro, Project Standard, Project Web Access, Project Server access and issues.  Client reorganization changed my contract after 8 months.

 

Created the Headquarters Services Division, Office of the CIO, Department of Homeland Security PMO master schedule with weekly updates.  Established a standard schedule format utilizing the DHS Engineering Systems Life Cycle using Microsoft software tools.  Drafted the PMO IMS process and managed its execution.  Created a process for updating the division documentation and reviewing contractor documents with an accompanying schedule (MS Project) for the work.

 

Transformed the data call, point in time, integrated master schedule for the Enterprise Services Division, Office of the CIO, Department of Homeland Security to be a weekly updated schedule for all projects in the DHS IT Portfolio, >$1B program.  The schedule (MS Project) contained all projects for 2 of the 3 domain services, 2 independent projects, and the PMO.  Structured the project definition, project portfolio, and project schedule structure in the new DHS Engineering Systems Life Cycle; established a repeatable weekly update process, in Microsoft software tools, from multiple schedulers and project managers.  Weekly and monthly reports defined and consistently generated.  Contract terminated 31 Dec 08.

 

Managed the planning phase of the $1.5M EOIR Information Technology Hardware Replacement Project which resulted in state-of-the-art workstations (2000), servers (65), printers (600), and network switches (72) for the Executive Office of Immigration Review (EOIR), Department of Justice’s 64 sites around the U. S.  Drafted the project schedule, project management plan, and all CSC/EOIR processes to accomplish the project in Microsoft software tools.  Served as the documentation manager and rejected HW inventory manager for the project implementation.

 

Structured the work received under the Office Automation Support Task Order for the Executive Office of Immigration Review (EOIR), Department of Justice into a task order portfolio.  Designed, developed, and implemented task order processes to identify and categorize the work and to report status and products.  Designed, implemented, and trained the staff in a new scheduling process using MS Project and Excel.  Was successful in getting EOIR to adopt a charter to initiate projects.  Supported EOIR project managers in the execution of their projects.  Managed the task order preparation for the ISO 9000 CSC review; received a ready for ISO 9000 recertification recommendation.  Received the CSC business unit award for process improvement and the CSC North American Public Sector Award for Process Improvement for this work.

 

Managed the implementation of the SAN storage system for the DoJ EOIR.  Coordinated daily with the engineers to collect status and provided twice weekly progress reports and schedules to management of both the government and my company.  Worked with subcontractors to integrate their work and costs.

 

Managed the expansion of the project scheduling process from just deployment activities to complete life cycle management across all of the program offices of the Program Executive Officer (PEO), Joint Medical Information Systems Office, TRICARE Medical Activity (TMA).  Led a 4-person team and coordinated another 11 matrixed staff to provide a weekly schedule of 25+ projects, analyses and reports to CIO and staff, PEO and staff, program and project managers, and to 600+ military sites via a website.  As project manager, performed analyses of the project requirements from TMA and Service managers; hired and trained staff; and was responsible for the contract performance, profit, and loss.  Chaired the multi-program office, multi-military service integrated product team that maintained the standardized data dictionary for the Military Health System (MHS) Integrated Schedule.  Served as the lead developer, tester, and implementer of policies, procedures, and tools (MS Office Suite, MS Project, Primavera P3, and Primavera SureTrak).
